Risk and confidence are two different things

Risk estimate: How risky the token appears, from Low to High, based on what can be observed right now.
Confidence: How much evidence the estimate rests on. A “Low risk” result can still come with low confidence.

Low risk is not “safe”. Some risks can’t be detected, and conditions change quickly.
